Can these be laid over sand or do they have to be laid over a mortar bed? Also what do you use to infill the cobbles once laid? And do they need a kerb edging?

Certainly they CAN be. I prefer something like crushed limerock; it won't wash out as easily. Certainly too you could add sand to back fill spaces; but that too can wash out. You could add premix cement in powder form and wet it in.
